GENERAL CONDITIONS FOR COMPETITIONS
1 All Championships, Competitions and Matches will be played in accordance with the Rules of Golf as approved by the R and A Rules Ltd. (R & A), and such other Local Rules as may be approved by the DCJGS Committee (the Committee). 2 All Competitors must be of Amateur Status as defined by the R & A 3 Eligibility
4 The make of ball and clubs used must conform to the brands published on the R & A’s current approved list. Non compliance will result in disqualification. Non Conforming Drivers, as defined by the R & A were banned with effect From 1st January 2008. 5 Any competitor who is found guilty of possessing, administering or using any substance or method on the WADA (World Anti Doping Agency) Prohibited List, will be subjected to Disciplinary Procedures in line with the EGU’s Anti Doping Policy. 7 The Committee reserves the right to fix and/or alter starting times and the maximum or minimum number of entrants overall in any category where deemed necessary in the interests of the event or events. Competitors are required to report to the Starter at least 5 minutes before their appointed starting time. Competitors shall start at the time laid down by the Committee (Rule 6-3a), but occasionally on the day of a competition a competitor may be asked by the organisers of the event to bring forward or delay their starting time in order to allow for the proper running of the event. However if a competitor arrives at his starting point, ready to play, within 5 minutes after his start time, and in the absence of circumstances that warrant the waiving of the penalty of disqualification as provided in Rule 33-7, the penalty for failure to start on time is two shots in stroke play or loss of the first hole in match play. Otherwise the competitor shall be disqualified. 8 For the time being, the DCJGS has adopted the CONGU handicap allowances in respect of all its competitions as follows;
9 Distance Measuring Devices (Rules 14-3). For each and every DCJGS Competition (stroke play and match play), a player may obtain distance information by using a device that measures distance only. If during a stipulated round a player uses a Distance Measuring Device that is designed to gauge or measure other Conditions that might affect his play (e.g. gradient, wind speed, temperature etc.) the players is in breach of Rule 14-3 for which the Penalty is Disqualification, regardless of whether any such additional function is actually used. 10 Slow play will not be tolerated. The current DCGU Pace of Play guidelines, as approved by the Committee, shall apply to all DCJGS competitions unless specially varied or waived for a particular competition or round. PENALTY for Breach of this Condition as follows: Match Play-Loss of Hole, Stroke Play; First Offence-One Stroke, Second Offence-Two Strokes, Subsequent Offence-Disqualification. 11 Suspension and Discontinuous of Play; Resumption of Play. Rules 6-8 and the Conditions set out in Appendix 1 Part C Paragraph 5 shall be deemed to be applicable to all events administered by DCJGS. 12 Except in cases when Competitors claim exemption under the provisions of the Disability Discrimination Acts 1995 & 2005 upon the production of a Medical Certificate signed by a Registered Medical Practitioner, all other competitors shall be prohibited from riding on motorised buggy carts. PENALTY for Breach of Conditions is disqualification. Medical Certificates must be provided to the DCJGS Secretary not less than 5 clear days before the start of any DCJGS Competition. Competitors shall always be responsible for providing their own motorized buggy/trolley. Refer to Clause 18 below for further information. 13 No competitor shall be permitted to have a caddy or any other form of assistance from a third party during the playing of any stroke play competition or match administered by DCJGS. A third party may deliver clothing, umbrella, food, drinks and medical supplies or the like to a competitor but must then retire to a distance of at least 20 yards from the competitor. 14 Ties shall be decided either on the last 18,9,6,3 holes or by sudden death play-off, or as the Committee may otherwise decide. In the case of the Henry Truscott Trophy and the President’ Divisional Trophy, the lowest score of the scores discarded so far as the Clubs or Divisions, as the case may be, are concerned, shall resolve the tie, but failing that the Trophy shall be shared. 15 All Trophies shall normally be competed for annually and are the property of the DCJGS. The winners of these Trophies (in the case of Team Trophies, the Committee of the Winning Clubs) shall be responsible for their safe custody and shall hold them until the next Annual Competition, returning them engraved and clean either on or before that date as required by the Secretary. It is strongly recommended that they are kept safe in an Alarmed Area or Trophy Cabinet at the player’s Home Club. 16 Dress, both on and off the course, shall be appropriate and satisfy both the Host Club and the DCJGS Dress Code. If the wearing of shorts is permitted they shall be tailored and worn with white socks covering the ankles. 17 Matters of discipline and all other disputes at any Championship or Competition organised by the DCJGS shall be decided upon by the adult Members of the Committee (three members forming a quorum, one of whom shall be the President or the Secretary). Their decision shall be final. The Committee reserves the right to refuse any entry without giving a reason and/or to alter, amend or vary at any time the Condition or Conditions of any Championship or Competition. 18 Disability Discrimination Acts 1995 & 2005 For the purpose of accommodating any competitor who has a physical impairment, as defined by the Acts and certified in writing by a Registered Medical Practitioner, the DCJGS may permit any such competitor to be exempt from any prohibition upon the use of a buggy or an electric motor and/or manual trolley during a Championship or competition administered by the DCJGS, providing that the competitor accepts responsibility for his/her actions and uses his/her best endeavours to ensure that his/her buggy or trolley is kept under his/her close control at all times. The competitor shall be responsible at all times for providing his/her buggy or trolley. It is recommended that competitors using a buggy shall keep to all designated paths and comply with all relevant “traffic signs”, keeping off the “closely-mown areas (fairway) where possible and maintain at all times a distance of at least 20 yards from the nearest point of any putting green. Failure to maintain control of his/her buggy or trolley in accordance with this Condition may result in the competitor being refused entry to future Championship or Competitions organized by the DCJGS. Any application for exemption shall be submitted to the Secretary with the entry form and certainly not later than 5 clear days in advance of the Championship or Competition start date and must include a Medical Certificate signed by a Registered Medical Practitioner. |
